2.13 Maintenance documentation in use and its completion

This chapter refers to the building of a standard work file and how to complete the work documents / work cards making up these files.
According to EASA User Guide №UG.CAO.00133-003, records related to the aircraft /
engine / component maintenance and specialized activity (Maintenance entry in: ATL,
TLB, any job cards, MOE standard forms, ATL CRS, EASA Form 1) must be written in
English language only.
Each department of S 7 ENGINEERING maintenance organisation involved in the
maintenance process has the necessary maintenance documentation to carry out the
work required.

2.13.1 Templates in use to record maintenance
Standard forms and available templates used by S 7 ENGINEERING for record of
performed maintenance are listed in the MOE 5.1. All templates are under control of
Engineering Department. Analysis and implementation of manufacturer data revision,
initial approval and revision of the template are described in the MOE 2.8.2.2.

2.13.2 Composition of the work package
2.13.2.1 Aircraft work package
Upon receipt of work request (order) for maintenance or modification of an aircraft or
component covered by the maintenance organisation certificate, PPCD will issue Work
Package Summary Sheet Form 2.13.1(a) for line maintenance or Work Package
Summary Sheet Form 2.13.1(b) for base maintenance. The Form is renumbered and
that number will be basic reference for aircraft maintenance record.
NOTE: Line Maintenance Tasks and Base Maintenance Tasks must be entered into
separate WPSS. Line Maintenance tasks are entered into WPSS Form 2.13.1(a). Base
Maintenance Tasks are entered into WPSS Form 2.13.1(b).
However, when an aircraft is fit for a flight right after the end of performed Base
Maintenance, it is permissible to enter the Line Maintenance Tasks (e.g.: Daily Check
(DY), 72 Hours Check and so on) into the Base Maintenance work package, WPSS
Form 2.13.1(b).

ATTENTION: Line Maintenance Tasks that were performed during Base must be
confirmed by category B1.1 personnel.

NOTE: clear work order or contract means a formal document or form clearly specifying and establish the maintenance to be carried out. Contract or work order must be agreed between the S 7 ENGINEERING and the organization requesting maintenance. An entry in the aircraft log book specifying the defect that needs to be corrected is considered as work order.
WPSS must specify the work to be accomplished. PPCD registers in the WPSS all documents used for maintenance records (WO, Airbus Job Cards, Boeing Job Cards, MJC, MJO, component change order, visual check order, corrective action request form, Customer's job card/forms and etc.) that detail the aircraft maintenance ordered by customer/operator.

S 7 ENGINEERING can to use work card or worksheet system provided by an aircraft operator. Amendment status of this work card or worksheet system must be confirmed in written by the operator/customer or work orders must specify their amendment status.

In this case maintenance personnel must be trained for correct completion of the aircraft operator’s work cards or worksheets. However, issuance of WPSS form 2.13.1(a) or WPSS form 2.13.1(b) is obligatory.
Work package consisting of WPSS and all documents that details the aircraft
maintenance ordered by customer/operator is prepared by PPCD Staff. Prepared work package delivered by PPCD staff to a maintenance shop shift engineer or other person responsible for aircraft maintenance with corresponding records in the work package log.

NOTE: delivering of two different WPSS simultaneously for the same aircraft
maintenance event is prohibited. New WPSS for the same aircraft maintenance event
can be delivered after acceptance of previous delivered WPSS by PPCD staff.
The log is maintained in the PPCD office for recording each WPSS in numerical order,
identifying the customer, aircraft registration number for which it was issued.
Work package receiving from PPCD for aircraft maintenance and receiving back in to
PPCD after aircraft maintenance completion shall be confirmed by signature.

After work accomplishment each work package have to be:
1) checked up for completeness and execution by certifying staff responsible for the
aircraft maintenance CRS at the line maintenance environment, or;
2) checked up for completeness and execution by Qualifying Inspector of Quality
Control Department at the base maintenance environment;
3) passed to PPCD.

NOTE: implementation of completeness and execution check is signed off in the WPSS. Work package should be located in the archive in 30 days after the date of work
package was received back in the PPCD.


2.13.2.2 Maintenance documents which build up aircraft work package

The following documents are used for aircraft maintenance:

1) Work Package Summary Sheet Form 2.13.1(a) is front page of the work package and used for recording of all planned and additional jobs to be performed on aircraft during line maintenance.

2) Work Package Summary Sheet Form 2.13.1(b) is front page of the work package and used for recording of all planned and additional jobs to be performed on aircraft during base maintenance;

3) Aircraft Certificate of Release to Service Form 2.16.1 is used for CRS aircraft after base maintenance. It must be registered in the corresponding WPSS Form
2.13.1(b);

4) Maintenance Job Order Form 2.13.4 is developed to meet the requirements of the AD's, SB's, Alert Messages, any additional Operator requirements, repairs, etc. It must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form

5) Component Change Order Form 2.13.4.1 is used for hard time components replacement. It must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form 2.13.1(b);

6) Visual Check Order Form 2.13.4.2 is used for readout of installed on aircraft
components data. It must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form 2.13.1(b);

7) Maintenance Job Cards Forms 2.13.5 is used for aircraft maintenance and developed by Engineering Department to meet the requirements of TC holder
during aircraft maintenance. It must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form 2.13.1(b);

8) Job Card issued by TC/STC holder (Airbus, Boeing and etc.). It must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form 2.13.1(b);

9) Job Cards issued and provided by operator / customer. They must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form 2.13.1(b) directly or in the corresponding WPSS must be registered list of tasks prepared and provided by operator / customer where the Job Cards are registered;

10) List of non-completed works Form 2.13.1.1 is used for deferment the carrying out of ordered by customer. It must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form 2.13.1(b);

11) Work Order Form 2.13(a) is used for recording a non-routine work (defect
rectification, any raised additional work and etc.) carried out during maintenance. It must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form
2.13.1(b) and inserted into corresponding work package;

12) Repair Card Form 2.9 may be used as equivalent of the Work Order Form 2.13(a) for recording a repair actions carried out during maintenance. It must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form 2.13.1(b) and inserted into corresponding work package;

13) copy of Aircraft Technical Log (TLB) page where the aircraft maintenance CRS issued. It is inserted into corresponding WPSS Form 2.13.1(a) or WPSS Form 2.13.1(b);

14) copy of Aircraft Technical Log (TLB) page where the taken maintenance actions are recorded. It must be insert into corresponding work package. Used Aircraft Technical Log (TLB) reference(s) must be registered in the corresponding WPSS Form 2.13.1(a) or in the corresponding WPSS Form 2.13.1(b) or in the corresponding Work Order Form 2.13(a);

15) NDT Report Form 3.11 is used for recording a NDT carried out during maintenance. It must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form 2.13.1(b) and inserted into corresponding work package;

16) Form 3.11.1 Request for BSI inspection is used for recording a BSI carried out during maintenance. It must be registered in the corresponding WPSS Form
2.13.1(a) or WPSS Form 2.13.1(b) and inserted into corresponding work package;

17) Form 3.7 List of performed independent inspections is used for recording an
independent inspection carried out during maintenance. It must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form 2.13.1(b) and inserted into corresponding work package;

18) used during modification maintenance data (TC/STC holder’s / Vendor’s
modification data and modification data issued by the Part-21 DOA organization)
must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form
2.13.1(b) and inserted into corresponding work package;

19) used during repair maintenace data additionaly issued by TC/STC holder (Airbus, Boeing, etc.) or Part 21 DOA organization must be registered in the corresponding WPSS Form 2.13.1(a) or WPSS Form 2.13.1(b) and inserted into corresponding work package.

20) Workpakage Panel List Report Form 2.13.10 is used for identification of the access
panels removal/instalation during aircraft maintenance. The WP Panel List Report
Form 2.13.10 must be registered in the corresponding WPSS.


2.13.2.3 Engine / component work package

Upon receipt of customer work order for engine / component maintenance a person in
charge of corresponding shop or PPCD issues the work package for engine /
component maintenance.

NOTE: clear work order or contract means a formal document or form clearly specifying and establish the maintenance to be carried out. Contract or work order must be agreed between the S 7 ENGINEERING and the organization requesting maintenance. An entry in the aircraft log book specifying the defect that needs to be corrected is considered as work order.

Engine / component work package must specify the work to be accomplished.
Prepared work package delivered to person involved into the engine / component
maintenance with corresponding records in the AMOS.

The information about each engine / component work package in numerical order,
identifying the customer, engine or component designation, engine type/model, part
number, MSN and etc. is kept in the AMOS.

Work package receiving for engine / component maintenance and receiving back after
engine / component maintenance completion shall be confirmed by login mark at the
tracking folder of Project Administration AMOS.

After work accomplishment each work package has to be:
1) checked up for completeness and execution by certifying staff responsible for the
engine / component maintenance CRS;
2) passed back to the person in charge of corresponding shop or PPCD.

NOTE: implementation of completeness and execution check is signed off.

Work package should be located in the archive in 60 days after the work package was
received back.


2.13.2.4 Maintenance documents which build up engine / component work package

The following documents are used for engine /component maintenance:
1) Maintenance Job Summary Sheet Form 2.13.1(c) is used for recording of all
planned and additional jobs to be performed on aircraft engine/APU in the engine
maintenance shop;

2) Engine Maintenance Job Order Form 2.13.4.4 is developed to meet the
requirements of the AD's, SB's, Alert Messages, any additional Operator requirements, repairs, etc. It must be registered in the corresponding MJSS Form 2.13.1(c) and inserted into corresponding work package;

3) ECM Group Request Form 2.13.4.3 is used for performing recommendation ECM
Group or/and designer of the airplanes engines. It must be registered in the corresponding MJSS Form 2.13.1(c) and inserted into corresponding work package;

4) Engine Maintenance Job Card Form 2.13.5.1 is used for aircraft engine/APU
maintenance. It must be registered in the corresponding MJSS Form 2.13.1(c) and
inserted into corresponding work package;

5) Engine Maintenance Job Card Form 2.13.5.1(a) is used for aircraft engine/APU
maintenance (registration of temporary removed part). It must be registered in the
corresponding MJSS Form 2.13.1(c) and inserted into corresponding work package;

6) Outgoing Missing Part List Form 2.13.6 is used for registration of uninstalled on
engine/APU part(s). The engine/APU undergoing a part(s) installation at another
maintenance organization approved under EASA Part-145, a clear statement of
uninstalled on engine/APU part(s) should be endorsed in Block 12 of the
corresponding EASA Form 1. Outgoing Missing Part List Form 2.13.6 must be
registered in the corresponding MJSS Form 2.13.1(c). Copy of Outgoing Missing Part
List Form 2.13.6 must be inserted into corresponding work package;

7) Open Item List Form 2.13.7 is used for deferment the carrying out of ordered by
customer work. The engine/APU undergoing a carrying out of deferred work in
prescribed time at another maintenance organization approved under EASA Part-
145, a clear statement of limitation should be endorsed in Block 12 of the
corresponding EASA form 1. Open Item List Form 2.13.7 must be registered in the
corresponding MJSS Form 2.13.1(c). Copy of Open Item List Form 2.13.7 must be
inserted into corresponding work package;

8) Component Maintenance Job Card (Form 2.13.5.2) is used for recording of all
planned and additional jobs to be performed on component in the component
maintenance shop;

9) Non-Routine Card Form 2.13.8(b) is used for recording a non-routine work (defect
rectification, any raised additional work and etc.) carried out during maintenance. It
must be registered in the corresponding MJSS Form 2.13.1(c) or CMJC Form
2.13.5.2 and inserted into corresponding work package;

10) EMS BSI Report Form 3.11.3 is used for recording a BSI carried out during engine
maintenance. It must be registered in the corresponding MJSS Form 2.13.1(c) and
inserted into corresponding work package;
11) NDT Report Form 3.11 is used for recording a NDT carried out during maintenance.
NDT Report Form 3.11 must be registered in the corresponding MJSS Form
2.13.1(c). NDT Report Form 3.11 must be inserted into corresponding work
package;

12) Preservation Tag Form 2.3.3 is used to identify Engine/APU that is under
preservation program. Preservation Tag Form 2.3.3 must be registered in the
corresponding MJSS Form 2.13.1(c). Copy of Preservation Tag Form 2.3.3 must be
inserted into corresponding work package;

13) EASA Form 1, Form 2.16(a) or Form 2.16(b) is used for engine / component
maintenance CRS after maintenance. EASA Form 1, Form 2.16(a) or Form 2.16(b)
must be registered in the corresponding MJSS Form 2.13.1(c). Copy of the EASA
Form 1, Form 2.16(a) or Form 2.16(b) must be inserted into corresponding work
package;

14) Company Repair Form 2.13.3(a) is used for recording of various information (for
instance: used parts/materials, man-hours expended, etc.) that accompanied the
engine/component maintenance records.

15) Job Card issued by TC/STC holder (Airbus, Boeing and etc.). It must be registered
in the corresponding MJSS Form 2.13.1(c) and inserted into corresponding work
package.
